I'm stuck at the same exact spot. It seems to be the same bug that plagued the first attempted release of the RC2 beta update.

All is fine for me, downloading!

Left steam running - however for some reason in my properties/updates it had changed to 'do not automatically update this game' .

Changed it to 'always keep this game up to date' and its updating albeit at 700kbs, but hey, at least they are fixing it.

Just something i noticed with my setup - hope it helps.

As a heads up we have some early reports that RC 3 is also hitting the 99-100% loop. We are looking into it now.
