Based solely on armor thickness (as reported by ww2 vehicles.com) I'd go with the L3/35.

I can agree.. once we get a ton of light tank / tankettes in game.. it'll make for some sweet earily-war fighting.. frankly I think people won't know how to play em.. most combat with the P3/t34s and newer are based solely on slug-fest.. the small tankettes/light tanks are about mobility more then slugging.. :]
