Well, If someone from germany wants the game purchased outside germany and sent as a gift, I could help via paypal. I won't charge you anything beside the game price and paypal tax, of course (I'm not greedy xD).
Btw, I don't know if it is within the forum rules to even mention this, but what if anyone who is quite upset about his game getting cut uses one of those programms that change your IP to one of another country or something like that? Or there are other ways to check the user's country too?

I frankly don't understand. Your Steam program is set to German but you are in Spain, or what? You are on vacation in spain?

It counts, where you bought it. Not where you activated it.
You can buy in England for example a Red Orchestra 2 retail copy and activate it in Germany.
It will be uncut
I purchased a "gift" for someone here on the forum living in Germany and he now has the uncut Deluxe Edition (I live in Belgium). So yes, it works. I am form Lithuania, but now i am in Germany for a few weeks. My friend (from Lithuania) had purchased Ro2 for me from GMG . Then i activated the game key on steam in steam store it says "low violence".
The question is: I will be able to play full version of the game then i will be back to Lithuania ?
Btw, my other games for example: Tf2, Kf are also low violence version here (in steam store). But i have played full version of it in Lithuania.
There's no reason to presume it'll come out uncut in Germany (and there never was any). What exactly do you mean? Whether the USK rating is 'in the bag'?
What it says in the store is what you can buy in the place you are at, not what you have. You can check account info (click your account name in the top right of the steam window) and check out the description for your game. But as your friend bought it from GMG with a non-German IP it should be the uncut version.
