160 ish on Fallen Heroes with the Mosin, no scope. I fired into a group of like three dudes and caught one. I've been trying to beat it since.

Higher one hundreds with bolts, but one shot (and only shot) through the heart with a P38 at 69 meters.
Had a fun Sniper duel on fallen fighters the other day, I won by hitting him in the head with the PU Sniper at 220 meters. Was fun zeroing in the scope. With the Standard 91/30 my longest kill is so far is 212 meters.
The German MG and sniper rifle both use the same round and therefore go the same distance and have the same power (or at least they should, I don't know if the developers coded it this way or not, though). I shot from the Univermag all the way to the road next to the Soviet headquarters at a running target. People are just shooting at different distances, that's all.

That's right. 200m ranging plus emptied 3 mags on a guy in the open. Nothing wrong with the game.
New improvement: 1 hit kill at 246m with the Mosin Nagant - bit of a lucky shot if I'm honest, I could barely see the guy but he was silly enough to just stand still for a few seconds in the open.
