That is R. Lee Ermey, he was a Marine Drill Instructor whos mission was to weed out all non-hackers.
He was also in Full Metal Jacket.
I think he is named after Gen. Robert E. Lee

R. Lee Ermy was MGySgt Ermy, R.L., a drill instructor at San Diego MCRD until 1968, as well. Everything save the choking and the fate of Pvt Pyle was pretty accurate of Marine Basic Training during Viet Nam.
I'm pretty certain this guy was also in an older movie about Vietnam called "The Boys From Company C," which I think was made in the late 1970's, in which he also played the role of a Drill Sergeant.
