As a person who has played hundreds of hours of the first RO, I can tell you that you are right. RO1 was a game where there were many maps that lasted for an hour that were long and allowed the team to use tactics to their advantage. Every shot did count, because the march back to the front was time consuming and costly to and attack.
RO2 has shifted away from this model. So far from what I've played of the beta, RO2 has chosen to "intensify" the game play by making the maps close quarters maps. There is little strategy to be had, except shoving as many troops as possible into the cap zones. The game play is much more like BF2 then RO1, especially with the squad leader system. The only thing that is really like COD would be the leveling system and weapon upgrade system which they have not fully implemented yet, so we'll have to wait and see what it turns out like. The sticky cover system is OK, though personally I'm not a fan, but with a little work it will be good.
What is good about RO2 is that it looks pretty good. The weapons feel like they have power behind them. And the movement system is much smoother than any other game out at the moment.
The modding community is also rather strong, and personally I don't think this game will be resembling RO1 until it is modded heavily, and some custom maps are made that are big enough to allow for tactical maneuvering.
It is fun, you could buy it now. If you want the slower paced battles you're looking for buy RO1 it's only like 5-10 dollars. And wait for mods to come out for RO2, though you may be waiting a while.
