Installation
Open UWeb.int and change the encoding to windows-1251:

Flame is only author of first version. WebAdminCyrillicv2 is only named v2 cos it does the same job but in other way and its author is me. However I'm not against adding this mutator to whitelist.

It's rude and not good overall. Specially if new versions come out or different versions are used and you got the wrong copy. Always best to leave to the author. Contact them personally and ask for permission if you really want to.

That's being very selfish.
There is also no chance of that kind of mutator being Whitelisted as TWI has said it SEVERAL times. This isn't the place for this but, if you and everyone else is so desperate to play with Whitelisted seasonal Zeds, edit or make a new map with scripts that will spawn those Zeds. But you should know that doesn't mean you will get those achievements until TWI allows those achievos to be unlocked.
Like I said, this isn't the place for this, there are many tutorials on maps and scripts, search them.

As you can read, you are not the author of said mutator, therefor there is no chance for the mutator to even be Whitelisted since it already failed the 1st step.
And the link you posted is to a broken mutator, why would it even be Whitelisted in the first place? That's already 2 negatives.
See this is why you allow the aurthor to do it themselfs.

Sorry, i will not do this again. Just really wanted it to be white listed.
I also was reading the first post with my buttocks.

no need to get rude on me we had our differences on my tread, i am aware that the achievos wont work with the event zed mutator and thats fine by me i already got all the event achievos and yes i get the point its deleted by now.
