Whenever i try and join a game that one of my friends is in off of steam it says i failed to launch URL Engine. Also, whenever my friend trys to join off of me, he gets the same error. We both tried verify our games but no dice. Any help?

this was happening with 2 friends of mine, on separate occasions. and all three of us all have our games updated. when we try to join off of each other on steam friends, it says failed to launch url engine, and if we find the server that the friend is in on the serverlist, it just gets hung up on connecting screen and never connects. quite odd.

It sounds like you guys have a steam_appid.txt file in your System folder, try deleting that.
