It may well be, I can't remember. But even if it was, you were in it when it was capped, so you were "grandfathered". You can continue to operate inside the spawn protection until killed, or you leave and re-enter. It's to prevent the old red screen of forced suicide, where you'd have to turn tail and sprint away while being shot at, like an idiot. Now the attackers need to properly sweep and clear the area before they move up, or risk being shot in the back like in your clip.
