As far as i know, there will be singleplayer campaigns.One for russians, other for germans.But as far as FPS games go, they are all like walktrough in nature, you only move foward and in a rare moments you defend or fall back.But that last part almost never happen in most shooters.
However, when researching about Stalingrad, you'll find that a lot of a battle was either a static or areas constantly changed hands.The Stalingrad train station changed hands like 12 times.So there has to be some kind of static battle elements in this game, unlike Call of Duty where you push foward and win a battle in 10 minutes.
