RO2 Is it a BUG in rank menu?

I'm a "hero" in almost all classes (except antitank and tank, have now 96 honor level and 50 level of almost all guns) - at least in game - I have 3-star gold ribbon in class-select menu, but in "profile and statistics" menu it is noted that I have only one-star gray ribbon and am "highly decorated" having one more step before a hero... Enemy class loadout is locked but in game I really can take all the opponent loadout...
A question - is it a bug?

That's just how it shows up in the profile screen. You actually do already have them all on hero.

Working as designed. Heroes are chosen in a server, and are limited to about 6 per server.

The problem, mentioned by me is not server-side selectable heroes, but "profile and statistics" wrong information... Why am I stated there as "highly decorated" and my "Enemy class loadout" is locked untill the next hero rank despite of the thing that in reality I ALREADY own a hero rank and can take all the enemy weapons while playing?.. So in profiles should be stated that Im a hero but not highly decorated. Because it now seems as like my stats were stuck and I will never gain hero level...

It says that because if the server has reached the maximum number of Heroes (about 6 players) then you will only be Highly Decorated.
