Whats exactly what you want to do ?
Do you want to be able to have perks ?
Because if you do I believe sandbox it's your only option here.

When you say "have perks" do you means perk xp enabled? it will be sandbox, but it seems that sandbox doesn't do what I want it to do. Like have 1000 specimens each wave.
