I dunno, perhaps by being able to do this, new players would be more likely to get into a server with a more level playing ground, and won't get frustrated as quickly. TWI noted that too many players got frustrated by the learning curve.

Unlikely.
It would just result in players who get the game a year or two after release finding themselves only in 2 player servers.

The other advantage of the ranking system is that server administrators can more effectively filter games by restricting access to only high level players.

I've got real doubts about this and the more that comes out the less savoury it sounds - the idea above would only work if it was a 2 way street ie low ranked cant join high ranked server - and vice a versa high ranked cant join low rank servers - or it shoots the level playing field argument straight in the butt. This added to the weapon advantage that better players will get makes it an awfully stacked deck against new players - which in turn leads to many dropping out as the get disheartend.

It means someone who's would be a great MG'er but a crap rifleman is never gunna get the chance to find out as he'll never get the chance to select MG, I realise clans will approach this differently and most would get the chance with most weapons - but most players start of as casual players before joining clans and this may well put many off

Assuming number are close to what they are now, there arent that many full european servers TWB is porbaly most used. having servers with a handfull of players on each doesn't seem a great idea to me - not if we're hoping to increase overall player base.

So i'm hoping most servers choose not to ban lower ranked players - also playing with better players help improve your play as you pick up tips - that not gunna happen on a server full of new players

Agreed! A lot of what I am hearing about some of the new additions to the game leave me wondering if they ( TWI ) are trying too hard

I really hope all these restrictions don't backfire.

I just hope they are configurable server side so we have a choice to run them or not.

It IS a 2-way street - server admins will be able to set honor ranges. This means that you can have servers for "low", "medium", "high" only - so you can have your elitist prick server for only those with "annoyingly high" honor or whatever. It also means that those who TK and send their honor south can be dropped to "remedial" servers. And if there are only 2 players on a server with a lower honor range, well I'm pretty sure the admins will just change the range to bring more people in!
