I have deleted and reinstalled Red Orchestra, but not resolved.​

^That seems to be your problem right there. Try installing/re-installing/updating the driver for your graphics card.

Someone has the same error message you have and they found a solution. They also had the other error message to go by, so if you have a different one it might not help you.
If the files there are down, post here and someone will upload them for you.

Well, was that even in the error message? If not your problem might be different. If yes, what exactly did it say (if anything)?

As I never encountered this problem before I can only go by that thread I linked to, but from what I read there I'll go with this one being the one that needs fixing:
c:\windows\system32\dllcache

Rename it and replace it with one of the others and try if it works then.
