How to turn of HDR if it seems like its not turning on

I fixed my lag finally, basically my problem was that my hdr would not really turn off. the way to tell if your hdr is still on is by seeing if your game was looking blurry at distances.
then someone told me to type bloom 0 in the console. that didnt do anything so i did bloom 1, and it turned off right that second, and the game looked awesome.

To toggle bloom on and off, you simple type 'bloom' without the ".

If it doesn't change, try again, i myself had an instance where it took me twice to get it to work.

i made the thread for ppl who think their bloom is always on no matter what their graphics menu says.
