Looking at the Wiki, it looks like if you make a bat file that has the ConfigSubDir flag set, you can configure another set of ini files for a second server.
Use the switch -ConfigSubDir to do what you are trying to achieve. This will create another subdirectory with the appropriate files that the particular batch will use.

Sure. When you use the switch -ConfigSubDir, it'll pull files in that subdirectory in KFGame/Config.
For example:
-ConfigSubDir=Normal1 would create all necessary .ini files in the subdirectory KFGame/Config/Normal1 and will read all .ini files in that folder from then on.
If you think you are going to run into conflicting ports, you can always specify the port in the command line as well (port and WebAdminPort).
