I assume that you want some tracer fire to appear in the air coming up over the horizon in the distance...
If so, you're going to have to place some emitter actors off of the terrain (but still inside the worldcube). You'll need to tinker with the emitter properties to make the emitter work on a repeating basis. I believe there are tracer emitters already available under that particular portion of the Actor Browser (higher on the list than the smoke emitters).
Maybe someone with better knowledge on how to set up the emitters can take over from here and give this guy some advice...
Its everything in that tutorial, no special stuff needed. you can make a texture how your particle should look and how many are spawned how fast they go what cone they use, direction, life span, rotation, gravity.. etc, etc.
You can take a look at Leningrad_Beta1 or 2 for AA fire emitters in the background. I still haven't figured out how to get them to fire off a burst, wait a few seconds, and then do another burst while still keeping the sounds in sync.
