How do skins work?

My unit just recently switched over from DOD:S to RO and we are an SS unit and would really like it if we had SS skins on our server...

Heres what i understand..no one could really have their own "custom" skins because they would have to be implemented on the server side...

What i want to know is..Is it possible to install SS skins on to our server and they would replace the default skins?

Orrr are skins implemented to custom maps?

You can implement a Skin mutator on the server side that would 'mutate' any/all of the skins you want into another skins.

For example:
Doing it this way you could change all the Heer-Greatcoat player skins into black-trenches or whatever you desire.

I do not know if a mutator+skinset for this already exists, but someone might post below.
