How do I make a dedicated server and play on steam?

Well, hello, I'm Francis Taletreader. First of all, sorry if posted at the wrong section.

I have a laptop and a PC. Of course I have to play on PC, but when I try to make a server on it, my friend can't connect, like my PC is refusing to let them connect, even if all ports from 1 to 99999 are open, firewall and anti-virus are off. Killing Floor is not the first game to do this, it's like EVERY game that I have to make a server instead of playing online, my friends can't connect to my PC.
BUT! My laptop works, it can actually make a great server... but since it is impossible to play on it, and Steam don't let you open two games (or the same game) more than once...
What I want to know is... How can I make a dedicated server on my laptop and play at my PC? Is there a way?

Download and install SteamCMD on the laptop.

I can't, SteamCMD keeps closing itself even after setting conection to automatic, lowering all possible internet securities, firewall and I don't even use anti-virus.

What? SteamCMD doesn't need to be running while the game server is running. You simply run SteamCMD to install the server binaries. Once they're installed you'll only need to run SteamCMD to update the server. Nothing more.

The Error

It is automatic

All the internet security are set at the lowest possible

Firewall is Off

No Anti-virus

And I DO have internet conection, even with the white square-red cross down there

Another tip: Create another Steam Account, like TaleServer for example. Log in on your laptop on this new steam account dedicated to run your server.

In your web browser address bar, paste this:

steam://install/215350

or click this direct link: steam://install/215350

This will install KF Server for windows. You can now launch server with alternative account on laptop, and play with normal account on PC (remember to configure server, activate webadmin, change passwords, and all you need as a server admin)

I kinda got it resolved... a friend made a .zip archive from his SteamCMD folder and sent me, I just had to edit some archives.
