I only can switch between the channels if i start my Steam in english language version,so RO also in english than it

If you go to the RO Support forum you may get a little : support .

First thing to do is verify your RO game cache.
Open Steam, go to My Games, right click on the RO icon/ properties/local game files/ verify integrity of game cache....

Steam will validate and update if needed !

System specs and are you able to run other games through Steam ?
