Horrible pings in-game

Ok, so I just moved to a university and am living in the dorms. It's a Techhttp://www.anetforums.com/posts.aspx?ThreadIndex=60477# college, and they have stated in their policy that gaming is allowed and not restricted in access.

Whenever I connect to any game server (UT2k4, Source, BF2, RO)http://www.anetforums.com/posts.aspx?ThreadIndex=60477#, I start out with decent ping, ~50-60 ms. However, as time goes by (about 5-10 minutes), my ping skyrockets to 300-500. I then get kicked for having a high average ping.

Is there any reason for this random ping? It is also impossible for me to ping out to say google.com. I'm assuming they've got me firewalled, and that might be affecting connections.

Also, my friends don't have this problem. It just randomly affects me. I was just now playing UT2k4 with no problems for about 15 minutes, pings all well below 100, now I can't find a server with less than 500 ping.
 
you're lucky to get 50 and get up to 500. I'm like at 100 for about 2 minutes or less and it sky rockets to 900-1000. Completely unplayable. It took me like 2 weeks to get the new RO update because the connection was crappy or something, wouldn't let steam update. This is by far the worst part about being in the dorms. All in the name of security...

This is soo confusing, I've tried everything I can think of to check my connection.

I think that small beta patch thing the Devs released, I think they should get that thing up on the Steam auto-update quick, cause i dont think enough servers admins are downloading it themselves.

I dont even last five seconds untill my ping shoots from my normal 50 to a solid 500+.I hope this is fixed quickly, RO is almost unplayable on every server I join.
