I thought it was a rad detector at first too until I saw the V, then I thought it was a voltage meter. It'd be cool if the needle actually moved with the outgoing volume though, it'd make it much easier to understand.

when i click "o" it brings up that voltmeter; took me a while to figure out it was for voice chat

It means you should open the settings menu and look at the key binds.
