So its active all during the cooldown period.
Probably half the reason the maps are so unbalanced. It's because they get half the respawn time for the majority of each match.
Even for the first 2 minutes before the commander can call anything in. During that first 2 minutes the ability is active lol. You just don't get a double digit respawn time as the NVA.
