Code Help with Displaying Damage (Similar to Borderlands 2)

How would I go about coding a mutator that displays damage inflicted upon the specimens? I'd also like to be able to display damage levels and set them in different colors, set how long the damage is displayed, and set how numbers are displayed

Example of Colors:
0-40 : Red
41-80 : Red Orange
81-120 : Orange
120-160 : Yellow
161-180 : Yellow Green, exc...

Example of How Number Are Displays:
*Rounding Number Values*
1.7K (instead of 1,700)
2.3K (instead of 2,300), exc...

*Precise Numer Values*
1,245.5 (instead of rounding), exc...

And Upon killing a specimen, it tells you the average amount of damage done to it, and which player killed it (On the players screen who killed in, in chat box, possibly)

Parameters around those listed above. Even if I can't get all the features put into it, Just being able to have the damage be displayed would be great!

Oh, and it must work along side Server Perks Mutator!
Will be extraordinarily appreciated! :)
