I was hopeful during the winter but at this time, I don't think there is any turning back in regards of playercounts. Tripwire took their shot and semi-failed. Even with the introduction of Classic mode and gazillion tons of free content, they cannot hope to bring back their playerbase this much after release. They just took their sweet time defending their decisions while the players abandoned the community.
My long time RO friends have long forgotten about RO2 with no intention of giving it a second try, and RO2 itself failed to produce a self sustaining "new" community disregarding the older players.
Their best bet is going the Killing Floor way with huge discounts and aiming for the impulse buyers and hope some of them stay.
The mod was definitely slower than Ostfront, especially "momentum" was more pronounced and movement generally was slower. Ostfront actually streamlined that and felt much more fluid, it's really weird that you found it slower than the mod.
Of course RO2 took all of those solid foundations and demolished them, producing a totally bland gameplay.
