There is no truth in what that person said.

All DLC for RO2 (with the possible exception of Rising Storm) will be FREE.

I can name more then 1 game which was for instance prosponed on PC because it wasn't as bugfree as the devs would liked etc, where players were given some extra bonuses.

Nontheless, it might not be the standard among the big developers who see their customers as dollarbills, it certainly isn't a bad idea for an indie developer who might have lost alot of their good name after the release of this game.
We are now a month later and we're still fighting game breaking bugs so no, it's not a bad idea at all to do their DLC's for free.

And I know this is OT but the term DLC can really die as far as I care, things like extra maps and some new goofy skins were used to be called PATCHES and they were ALWAYS!!! for free.

Aaa the lovely new generation of gaming, you gotta love it:rolleyes:
