Actually the map was released for a short period, but it was not working so he removed link, I don't understand why people uploaded it.
Also I understand why you say that Skillz, because the mapper did not set a version number in the map name, but when Workshop will come to KF2, if they implement it poorly as it is for Red Orchestra 2, you will notice that map name will always be the same for different versions, because you can't manage the files in your workshop (that's why on some game for the same map some mappers make two files for the same version, one distributed as MapName_V4 for example on hosting websites like mediafire, game banana, mod db ans so on, and one other file for the workshop with MapName_SWS or simply MapName for the workshop version, as you can only update the file, and not manage your workshop item content, delete files and so on..
Need to get used to maintain files updated as soon as they release them, because when workshop will be the place to download most of the maps, people will not bother to have version number in the file name unfortunately, and yes there will be version mismatch an joyful things like that if servers and/or redirection are not same files.
Maybe I'm wrong but as far as I know, it works like that for now. Maybe Steam and game developers will change thing in the future for better file management in Workshop.
