FPS stuck at 62 max, VSync off?

Quite a mystery. The highest FPS I can get is 62 and from what I can tell VSync is definitely off in the video options.

Several things can affect this right now. There are the video settings in the .ini of course. Also, if you happen to use the latest Nvidia drivers, there is a new dynamic vsync feature which can be set to turn vsync off/on at a certain fps count.
