I did a similar effect here
i added lights to his chin, chest, and back
this was done so with the mesh (i used 3ds max)
then apply the texture to it using a
?combiner? (i used the existing fleshpound texture, but recreated the effect from scratch by basing it off the existing information)
im not sure if its a combiner, it has been a long time
i wish i could give a better run down but im at work
so
you would add a flat mesh in front of the intended area
depending on if you wanted it to be visible from the sides you would also add a flat mesh that is perpendicular
then you would texture the flat mesh to be a light, like the fleshpound light
then apply the texture effect in kfed to make it transparent and appear to glow
