Google searching "nkvd uniform" gives me a lot of different results that aren't very consistent.

I see that right, which the mod is still working, and still no download is it?
there is somewhere else for new skins to download

You need to subscribe to it in workshop. It will download when you launch ro2. As for other mods, Dibbler is the only one (to my knowledge) who has any new content in game.
