This applies only to the primary fire (bullets for Rifle and lighting flare for Scorcher). Panic, however, is triggered by incendiary grenades (for a Rifle) and a broken flare + residual flames (for a Scorcher).
For example, from my tests. I can shoot several magazines with Incendiary Rifle to kill a Scrake, and not cause panic even once (the same for Scorcher). When the Mac-10 and Helios Rifle cause panic in the first 2 seconds, and constantly after, post cooldown (12 and 10 burning power vs 8 for Incendiary Rifle, according to the description of the statistics document).
