Favourite servers are in Steam folder, for me it is this file: C:\Program Files (x86)\Steam\userdata\26607551\7\remote look for file
serverbrowser_hist.vdf in C:\Program Files (x86)\Steam\ (search)
You should be able to open this file with a text editor like notepadd++ to see its content. here is a sample of my file:

Look for a server IP you know you join in RO2. Check if your server gets into this file. Try to look at this file as it is where servers IP are stored.
You can also try to delete this file, it will remove all your favourites on Steam.
