Angling a panzer iv that aggressively should be to the huge detriment of the tank. It's side armor is literally made of paper mache and prayers (30 mm at most), angled that aggressively it's maybe 40 mm effectively. Every round should lace right through it.

No it shouldn't, due to deflection. It should work pretty much exactly like the video shows.

I don't play tank maps because of this - this is wrong. Angling should not help a tank with significantly weaker side armor than front armor. Angling would only help a tank such as a tiger or t-34, to a panzer IV whose side armor is very weak it should only expose it.

Why do you say that? Angling does have an effect in RO2 fyi. Just this video isn't the absolute best example of it.
