A good shot that causes bleeding should make them have to find a safe area, and bandage themselves for a good 10 seconds before they can get back in the fight. If you get shot, you should be out of the firefight one way or another (be it death or repairable injury).

I agree that a slightly longer time for bandaging is needed.. I'd say 3 to 5 seconds.
And 10-15 seconds to die if you fail to bandage.
