Yup, all gameplay-related additions are free (maps, weapons, hinted at other features), while purely cosmetic content (characters) cost money.

That's a good way to do things. People who buy the character packs get no advantage over people who don't, and everyone gets the new free updates.

tbh i would be pretty sad if stuff like additional costumes or weapons or whatever would cost money.

I think with DLC icon they wanted to show that the game would get new maps and content down the line rather than only bug fixes.
When ro came out those icons were no option.
