Server Dedicated server not allowing 1 person to not play custom maps

I currently have a dedicated server set up for my friends and I to play on. Everyone seems to be able to connect and download custom maps that they've never played before except one person.

Two of my friends are married. They have computers in the same room and the husband connects just fine, but every time his wife tries to connect it will say "downloading map" and it never goes anywhere.

Random public people can connect and all other friends can but her. She can connect to any match online even ones with custom maps and it lets her in.

Tried having the husband get off the server and have her connect a minute later, but she still got hung up on "downloading map" even though she has played that same map before.

I have a 30 up connection and all other friends have consistent pings and never have issues with anything.

I'm looking for any suggestions on what may be the issue here.

Network problem on your friends couple network?

Is the wife able to download custom maps from other servers?

She is able to play normally on any other server. She can download new maps and play without problems. There have been some random public people on the server over the weekend.
