Level Design Creating a micophone effect

I'm just guessing here, not really skilled with Kismet.

But off the top of my head, wouldn't it work to import a full-quality audio recording, and then a low-quality version, hook the full-quality up to the microphone mesh trigger, set a small delay and then play the low-quality from wherever the speakers are?

Yes that would work if I want to create a recording of let's say "some vocal", but what I want is players being able to use voice commands like "GET TO THE TRADER" and hear them self from the monitors.
So you see it can't be a recording but a real time (live) sound.
I know how I would set this up in source engine but for the life of me I can't find any actor that would support this in UDK.
