[Crash] Crash on splash when starting in Steam

I am running Windows 8.0, 64-bit on my laptop. 8 GB of RAM.

Screen resolution is set to native (1920x1080).

Video: NVIDIA GeForce GTX 670M
Driver: NVIDIA driver, version 331.82
Audio: RealTek audio built in

Also running:
AVG (usually turned off during game playing)
Copy
Dropbox
Steam
Adobe Acrotray
Chrome
Evernote Clipper
iPod Service Module
iTunesHelper
Java Update Scheduler
Microsoft Sync Center
VNC server
and various other processes which are for running things like my touchpad, webcam, etc.

Please let me know if I can supply any other information.

I open Steam and click to play RO2, single player, and I get the splash screen, the screen flickers, then I get a large black box and a error message which reads:
Failed to create D3D device. If this persists, delete the ROEngine.ini file from the Config directory. Also make sure that your desktop resolution is not set higher than 1920x1080. If none of this helps, please post this issuein the support section of http://forums.tripwireinteractive, and mention this error.

I've followed these instructions and well, here I am, with log file in tow.

See 3rd post down in this thread http://forums.tripwireinteractive.com/showthread.php?t=97211 Im wondering if your computer can run the game. BTW, using something like http://www.iobit.com/gamebooster.php will allow you to easily shut down un needed programs/processes while gaming. Good luck, TWB*SlowBull
