Honestly I don't think it is going to be a big deal for Phase 1. There are many more servers running TE maps. Countdown is important, but for this first part it seems to me that the important thing is getting loads of new maps for RO2 into the game and in development. The rule hasn't changed; I remember reading it when first announced, but I doubt it is a disqualifier.
I don't think that TWI changed the rules midway. Also, I do think to remember that TE and CD were announced right from the beginning. I have only read the rules once (before today) and that was basically within 24 hours after the map contest were announced and I remember that CD was mentioned.
In the rules it says:

must:
- be fully compatible with Red Orchestra 2’s current release;
- have full AI pathing and functionality;
- implement all standard Red Orchestra 2 gameplay functionality (cover slots, map boundaries, spawn areas, objectives, ammo resupplies, etc) unless the map implements a custom gametype in code (in which case all gameplay functionality must be implemented to support that custom gametype)
- Support at least Territory and Countdown game modes (Firefight is optional)
- be released to the public by the Phase 1 deadline;
- be set in World War 2. "
Not to be an arse, but given the rules, the maps MUST include CD mode. I should not be getting involved in this and make enemies here but I was wondering that Bridges of Druzhina didn't support CD mode while it was entering phase one.
I am in love with CD mode and pay close attention to everything CD related, so as said, I was surprised that your map, Harley, didn't offer CD up to now. I have no idea if all maps entering the contest have all the modes.
To be honest, CD mode could be skipped for phase one but I also can assume that other mappers that have included this mode would be complaining then.
