I would say if you enjoy intense FPS, slightly more on the realism/slower side versus a straight deathmatch type FPS (such as CS, unreal series, COD series) then definitely go out and buy RO2.
Its only 40 bucks and you will no doubt find it quite refreshing compared to a lot of the recycled FPS games out recently. Some small learning curve simply because it is likely not quite the same as FPS you might have played recently. A lot of battlefield 2 fans enjoyed RO1 when I introduced them back in the day, so if your a BF fan I would say you have a high potential to enjoy RO style gameplay.
There are some bugs, nothing presently game breaking IMO, if there are servers in your country or near your country latency is fine/manageable despite complaints. There are also some gameplay concerns such as the bandaging system, the devs have indicated some gameplay aspects of the 'realism' gameplay type are being looked into so we shall hopefully see these weak spots improve.
Most of the naysayers have come into RO2 with some kind of expectation, they have expected it to be more like their idea of 'realism' or expected something closer to RO1 and the expectation has, for some, not been met so they are disappointed and all up in the forums making a racket. For you, as a total new comer with no real idea of what to expect I think RO2 will be a very good purchase that you wont regret.
