Confused about Rising Storm

So I looked at my games in steam and I see RO2 Single Player, and another game RO2 Rising Storm multiplayer. I run the RS one and I see a Buy RS link.

Do I have RS? Do I need to buy it? If I do, am I buying the $19.95 version?
