I'm not sure. If we were able to I'm guessing it would take Steam a "while" to give us our refunds, considering TWI may have already paid the creators of the DLC already
I doubt they have actually paid them anything yet and it could be months before the first money comes through for those guys. I have done enough freelance work to know that no one ever gets paid quickly.
Anyway I believe that the sale contract is with Steam, and it's nothing to do with us what goes on else where. So
if there was a refund situation then Steam would have to stump it up whatever is going on behind the scenes. I imagine that Steam have a processing time for refunds though.
I think that if you paid via paypal you could open a paypal dispute.
To add to that though I think getting a refund at this stage is a bit over the top. Sure I'm frustrated too but now we have something from Tripwire saying they are on it, I can be more patient. In the past it has been the total lack of communication that has really pissed me off, but we have that this time so lets give them a chance to get it right.
I'm just glad I didn't pay actual money for the DLC. This is ridiculous, though - I paid for it, I own it, why can't I use it? And why is this glitch so hard to fix?
The normal problem is not the fixing it, it's the finding out why it's broken that takes the time. Clearly they thought they found it... and fixed it... but hadn't.
