I think the control of floating names should be controllable client side in the options. This should be regardless of server setting. If a player wants to make life more difficult and immersive for himself, let him.
With options such as:
Always on.
Always off.
On when aiming at player.
Toggle on with a key.
Both with a key and when aiming at player.
Ive played a few fps shooters where this is extremely annoying. Lets say your aiming at a guy pretty far away and the only thing in sight is his head. Than a teammate runs in foreground blocking the target with his nametag.
If you want to quickly find out where everybody is just tap a key or point before shooting.
Plus different running animations should make it easier to distinguish friend from foe.
