Class Limitation and 64 Player Servers

This is something I thought of while recently playing on a 50 Player ROOST server. Each team had 6(!) semi-auto riflemen, about 5 SMGers, 2 MGs, and a minuscule 2-3 bolt rifleman due to the larger amount of special roles available on large capacity servers.

I think that these special roles should be more limited initially in HOS and unlock as more people join the server (to prevent having entire teams of special roles without any bolt rifles whatsover). I believe America's Army 2.xx had this feature and it worked well. Note that I don't mean preventing players from accessing semi-auto rifles or SMGs, but limit it to 1-2 roles until the server fills up with more bolt riflemen. This could probably be accomplished ala AA by opening up a new "squad" of players whenever the original squad of 10-12 players reaches capacity.
