Premise. I really like your idea. It's one of the best I've seen so far and greatly increases commander role instead of being just an arty caller.
But I think it won't work.
This works in best scenario with people actually listening to everything, a competent commander, voice chat and so on....
...but this is, if not rare, not frequent.
Leaving everything to a single person who might just get the class for superior firepower would already screw this system, and even so, when calling a tank, not many people would care to see if a slot there has emptied, since they already started playing another role.
Again I say.

Problem are people in-game.
