How long did you wait? It took me a while (maybe a minute) before the installer started to copy files. Just be patient and it should work.

It also means you can't actually pick CC servers in the in-game server browser without reading the description. Although you can at least find them in the Steam server browser outside the game. But then again if you were doing that you can actually filter for a TC mod in the Steam server browser.
