Can't close server or start new instance

Have been running a private server just for my friends starting with v1067. This may not be related to the v1068 update, but it seems to coincide. I had a lot of trouble upgrading to v1068 because a had a phantom instance of kfserver.exe still running on the machine even though it had appeared to be closed. My only option to kill the process seemed to be a reboot (task manager did nothing). After that I got the upgrade applied and server seemed to work again, but it crashed the next time I used it and once again I could not kill the process. This was during play so I rebooted and restarted server, and it worked for one game then crashed again during a game type change via webadmin.

So I wiped everything and started over reinstalling SteamCMD and the KF2 Server. Everything seemed fine, I launched the server about 5 times and then closed it down via CTRL+C in the console. The sixth time it froze and once again I could not shutdown the process. It didn't even generate a log file because while it recognized the CTRL+C command, it didn't finish shutting down. Taskkill /f just returns 'no instance' message. I tried 3rd party process tools to kill the process which didn't work and I tried eliminating all the process handles which still would not allow me to kill the process. I tried just launching a new instance of the server on top of the phantom instance that could not be killed, but there's obviously a conflict because the new instance hangs during launch. I couldn't find similar issues mentioned on the forums. Unfortunately, I can't seem to get a log of the actual instance that hangs. I have the logs of my a clean shutdown and a log if I try to launch a new instance on top of the hung instance, but it doesn't appear I have the authority to post attachments yet. I also see these warnings after my CTRL+C command anytime I shutdown (when it does shutdown cleanly). Typically when it hangs the last entry I see in the console is 'Preparing to exit'.

Also, FWIW, if I tediously close every single process handle for the KFServer.exe I am able to launch a new instance of the server, but that's not really a solution as it takes more time than rebooting and the old instance is still consuming a half a gig of memory addresses. Thanks in advance for any help.

I actually think the hang is happening at IpNetDriverSteamworks shut down and I see at least two other people who posted who appear to be having the same issue recently. So a steam socket is getting stuck but that doesn't seem like it would keep me from killing the process.

I have a log of my last attempt to the use the server. It seemed to start fine, but I have my ini set to require a password and once the server was up and running, it was no longer requiring a password. Once randos started joining into the lobby, I attempted to close the console with CTRL+C and it hung and that was it. My friends and I had to use public game servers for the rest of the evening.

I'm having an issue with my server too but it's happening on map switch. It freezes and I'm unable to kill it no matter what I do. Even Process Explorer is unable to terminate this ghost process. So all I can do is reboot my computer. This started happening with the last update and it besides your post, I can't find any others with this issue.

Yep seems like there are two people in the world who have this issue. Maybe if you both try to work in good intelligence, you could find the common thing between you, for that you would need to both share the most information possible on your system.
