Our understanding is that you will be issued a different license depending one where you buy the game (by IP address). Basically, if the game is sold to someone we know is in Germany, we/Steam need to abide by USK's rules. If you live (IP) outside Germany, we/Steam will sell you a non-German/USK version.

Well with Killing Floor for example i gifted my GF a Copy over Steam and she ended up having the cut version. (both of us live in Germany). I ordered another Copy from amazon.uk and got it registered in place of the Steam Version and then she could play uncut.

Could you shed some light if this will also work with RO2 ? It would be appreciated.

No USK Rating = no public selling, no public advertising.
Putting a game on the index = the game is anot allowed to be sold in anyway. (however owning the game is not illegal).
Still wrong, you mix up indexed games for unrated games and confiscated games for indexed games. Maybe you should have a look at the corresponding Wikipedia article: http://de.wikipedia.org/wiki/Unterhaltungssoftware_Selbstkontrolle (just read "Bedeutung der Freigaben", especcially the second paragraph).

Well i bought the game per pre-order and there isn't a "low violence" warning and there is no USK rating out yet so i assume that i will paly the uncut version.

If not this is a scam of Steam.

As I wrote the only hint that there might be a (cut) german version is in purchase list in the account history.

Why didn't Tripwire make the same like with KF? First selling an uncut for all over steam as long as there is no german version. And then later when a german version is out (by retail) they then sell from this time on only cut versions to the german customers. ;)

Uhh no. as far as iam concerned i have this 100% right.

If a game gets no rating from the USK which is usually the process when developers to refuse cutting content from the game. The game CANT be sold in any normal stores plus the game cant be openly advertised. This means the game wont be sold in any normal stores and the game will probably not avaible for german people in the steam store and even if you might buy a uncut version you are maybe even not able to unlock the game on steam.

However this is not really important right now. I doubt that the USK will let the game trough uncut at all. Which leaves german players in the desperate situation to try to get a import version and hope it will be uncut or try to get the game gifted over steam from somebody out of germany and hope for the same thing. Of course this is not the fault of tripwire at all but it is just very annoying that a fair ammout of players will probably have a castrated version of the game.

I hope its not too late to ask you to release it as uncut only. If you don't go for a cut version, players in germany still can get the 18+ version uncut. So i really think that by not going for a 16+ rating for germany(meaning cut crap) you will sell more games. Because let's be honest, most gamers going for RO are 18+, so i don't see a problem if you leave it that way.

It worked with AvP(2010) where the Devs decided to stick to an uncut version, i got my copy uncut and could play it on steam uncut. Please, don't do it like you did it with RO:OST, i want the full package, not some cut crap.

Hm, great. As a german customer I feel screwed.

The normal way for us to get around the censorship to buy an UK-Retail-Version won't work this time, as with that we won't get the promo items (the pre-order ones and the digital deluxe edition).

The other way would be to let someone outside germany gift you the game won't also work, at least for me, cause none of my friends avaiable for this don't own the old RO, so no promo items for this.

So in the end to get all the "special stuff" I'm forced to buy the possible cut version.

That might be ok if there would be an information which is cut, but as these infos doesn't exists its like buying a pig in a poke. :(

I want to know it, too. Want to buy it right now, but do not want the cut version.
Is the purchase with the Steam version linked to the cut version or not?
Do the promo items work if the gifter has the game or if the person receiving the gift has it?

Wonder if pre-ordering with a non german proxy IP will work..?
My friend managed to buy MOH (I know..) thru a Russian proxy on Origin for 50% "discount" (regional prices blabla), but now they removed it and gave him back the money for some reason.

I just received the digital deluxe version as a gift, however I have no indication if it worked or not. I hope it does. In the list, it just shows up as Red Orchestra 2.

Not a good idea to use proxies on steam, they will ban your account if they find out, just ask someone you trust to buy it for you and gift it

The whole discussion is ****ing ridiculous, Germany states everyday how free and democratic they are and how bad countries like the People's Republic of China are and their dictatorship and how they opress people.
I'm an adult person by law but it seems I'm not, I'm a minor child taken by the hand.

About the Steam activation, it's a ****ing pain in the *** that we have to worry about this. I payed for the game already when I pre-order it so the hell's going on here? Region detection? What's next? TWI redirecting UK/US version owners to the law enforcement divisions? Is it part of TWI's marketing policy to have lots of angry and disappointed customers?

Yes, you (TWI) have to obbey to the USK. Interestingly USK translates to "Entertainment Software Self Control", so actually it's the user who decides, no? Wrong again. Honestly who will rape your *** if you don't check on regions on activation?

Anyway, I really hope for the sanity of the world that when I want to activate my copy of RO2 it's ****ing working.

so why did it work for a few hours and now there is a cut version, even though they didn't announce receiving a USK-rating?

they should sell the uncut version as long as they can and make a cut one only if they really have to and not as a precaution.

If you mean the new hint on the store page for the low violence version:

It didn't work for a few hours. You got a german version from the beginning of the purchase. They just now added this hint. ;)

You've received a gift copy of the game Red Orchestra 2 - Digital Deluxe Edition (ROW preorder) on Steam

Is what I have in my e-mail. I guess I should be set. Worked with Killing Floor and the Orange Box too, but I was not sure if I had the Digital Deluxe edition. I checked TF2 and have the items there, so it should all work out, I guess.

No, the user doesn't decide because the USK is run by an association of game developers. They do all the tesing and checking, "experts" of the federal states are the ones deciding though. And yeah, that is somewhat the industries own fault, so don't bash on the government (who have nothing to do with the USK).

I asked a Netherland Friend if he would buy the Deluxe Edition and gift it to me.
Hope it works that way.
