Bioelectric Fins not working as stated

Fully upgraded Bioelecric Fins state that they do 20 points of damage when dodging but its only true when you Up (pressing A) or Down(pressing X) evade but not when you do a regular Dodge (pressing RB). Regular Dodge only deals 4 Damage. Im playing on the Xbox One by the way.
