Xienen, you're a pristine example of why Tripwire is a unique company within the gaming world. Thanks for volunteering your own personal time to satisfy this community.
9_6, while reading a public thread regarding proposed changes is a good thing, it isn't a forum for everyone to get their way. No matter what changes are proposed, someone will take the role of devil's advocate. I don't think it is a good idea.
While I appreciate that time has been spent to update the game, I feel that this content was somewhat deaf to the cries of the community. I think the core comes down to the perks and how they work with one another.
I personally felt the commando was fine, maybe had a few too many magazines for the SCAR. The damage change is simply a perk choice reinforcement. The devs are basically saying "big stuff isn't within your ability." Limiting perks like that simply encourage people to use the perks that CAN shoot anything.
Example: Firebug. I played Firebug a TON and enjoyed it, but I knew for a fact that anything above a bloat could potentially kill me.
What happened? Firebugs disappeared in favor of demos who can pipebomb anything large and clear out the mess of small things easily enough...or they gravitated to sharpshooter with the insane M14 and 1-shotting crossbow.
The LAW is another instance of this in a sense. Nobody used it because its power to weight ratio was terrible. I still picked it up from time to time and even had people ask me what I was firing because they'd never seen it before. Why? Because no veteran in his right mind would use it.
The Chainsaw is in this exact same boat. Who uses it? Rank 6 Berserkers that spawn with it.
In summary, I think we need to take a long hard look at what a perk can and cannot do, then make adjustments as necessary to ensure they all get played. That's my recommendation for 9_6's suggestions, but I really do think that changes shouldn't be for a public forum. Limiting it to veterans would probably have a better response than a public flame thread.
I'd love to see some balance.

I'd love to see some weapons have a use (I'm looking at you LAW and Saw).
